About the team

The IT Planning & Control team is a newly established function within IT Governance & Risk Control for Mizuho Bank, Ltd. Hong Kong Branch.

The team is being set up to strengthen IT planning, budgeting, reporting, and vendor governance across the Branch IT function, and to provide more structured support for management decision-making, financial oversight, and governance coordination.

Role requirements

  • Support annual IT budget planning and regular forecast updates.
  • Perform budget-versus-actual monitoring and variance analysis.
  • Prepare cost analysis, financial reports, and management summaries.
  • Track IT-related vendor costs and support cost visibility across the IT function.
  • Assist in maintaining planning schedules, templates, and reporting materials.
  • Support demand intake and planning coordination with relevant IT teams.
  • Prepare periodic KPI, status, and management reporting packs.
  • Support follow-up actions related to planning, budget, and reporting items.
  • Work with internal stakeholders to collect data, validate assumptions, and improve reporting quality.
  • Identify process improvement opportunities in budgeting, reporting, and financial control.

Essential Functions

  • Perform assigned tasks in a correct and timely manner.
  • Always observe compliance with policies and procedures.
  • Support budget control, planning coordination, and reporting activities for the IT function.
  • Monitor financial and operational information and recommend process improvements where appropriate.
  • Prepare clear and accurate reports, analysis, and documentation.
  • Maintain effective working relationships with relevant internal stakeholders.
  • Provide backup support for team activities when required.

Work experience, education and skills

  • University degree in Finance, Accounting, Business Administration, Information Systems, or related discipline.
  • 10 years of relevant experience in IT finance, budgeting, cost control, PMO/PPM support, or management reporting.
  • Experience in banking or financial services is preferred.
  • Good understanding of budgeting, forecasting, variance analysis, and cost reporting.
  • Experience in vendor cost tracking or procurement-related financial support would be an advantage.
  • Strong Excel and PowerPoint skills; ability to work with large data sets and reporting materials.
  • Good documentation and presentation skills.
  • Ability to communicate effectively with IT and non-IT stakeholders.
  • Good command of written and spoken English.
  • Japanese language capability would be a plus.
