Business Overview

BlackRock's Risk & Quantitative Analysis (RQA) group provides independent oversight of BlackRock's fiduciary and enterprise risks. The Enterprise Risk function within RQA oversees those risks which directly impact the corporate entity (i.e. BlackRock, Inc., and subsidiaries like BlackRock Asset Management Ireland Limited), rather than the fiduciary risks assumed by funds/clients, such as investment risks and counterparty risks. The team's focus includes but is not limited to: operational risk, technology, vendor, model and market risk, stress testing for market risk and the quantitative estimation of capital adequacy requirements.

BlackRock's utilizes an Enterprise Risk Management framework, including Risk Appetite and Tolerance, Risk and Control Self Assessments, Risk Indicators and Risk Profiling to identify, assess, measure and monitor Enterprise-wide risks.
Enterprise Risk Management

The Enterprise Risk function remains closely engaged with the evolving regulatory environment and supervisory expectations, to ensure that BlackRock's internal risk and control frameworks remain consistent with these, and to coordinate regulatory initiatives from an RQA perspective (for example, capital and liquidity assessments).

The Enterprise Risk function works with Finance, Compliance, Internal Audit and other control-related teams to ensure an integrated, efficient and complete approach to the risks and controls of the firm from an enterprise standpoint.

The global Operational Risk team within Enterprise Risk is responsible for all aspects of operational risk, including error investigation and resolution, new product and business change risk assessments, risk reporting / analysis and the maintenance and development of the operational risk framework, including facilitation of risk and control self-assessments, risk profiling and risk indicators.

The Prudential Risk Management team within the Regulatory Risk function is responsible for assessing the firm's prudential risks to ensure the firm's capital and liquidity resources remain adequate under severe stress. Some key prudential risks are credit, market, liquidity and operational risk. The Prudential Risk Management team also oversees the governance of the Enterprise Risk Management framework.

Responsibilities:

Based in Dublin, the candidate will work closely with local and regional teams across BlackRock.
  • Assist the Designated Person for Operational Risk Management to maintain an effective risk management framework in accordance with Central Bank of Ireland and European Union rules and regulations.
  • Collaborate with internal business and risk teams to identify, monitor, and manage enterprise and operational risks.
  • Develop strong relationships with business partners to challenge risks and processes, including escalating issues for remediation, as needed.
  • Partner with business partners to address BlackRock and third party operating events and ensure appropriate remediation.
  • Partner with business partners on the completion of Risk and Control Self Assessments, Risk Indicators, updates to internal policies and Risk Registers, development and enhancement to the Risk Framework.
  • Development of appropriate risk scenarios. Partner with Prudential Risk Management, business and risk partners to understand, develop and quantify the financial impact of stress scenarios.
  • Coordinate the risk profiling process for BlackRock EMEA regional legal entities, including monthly and quarterly reporting.
  • Compilation of Risk Reporting to senior management and Boards.
  • Support the preparation of materials for Risk Committees and Boards. Partner with colleagues across Enterprise Risk to synthesize risk reporting for oversight purposes.
Qualifications:
  • 3+ years of enterprise and operational risk management related experience, preferably within the financial services industry
  • Ability to understand and apply relevant regulatory requirements for enterprise and operational risk management (e.g., Central Bank of Ireland, U.K. Financial Conduct Authority, etc.) and influence the evolution of the risk framework to meet heightened regulatory expectations.
  • Experience managing operating events and appropriate remediation of controls required
  • Experience in applying Risk and Control Self Assessments and Risk Indicators to identify, measure and monitor risks and risk trends required
  • Strong analytical skills and ability to communicate results with impact.
  • Experience in preparing reporting for Committees and Boards required
  • Experience working with fund products (UCITS and AIFs) and financial market instruments would be advantageous
  • Experience developing and evaluating risk scenarios, use of internal and external loss data and the quantification of financial impacts would be advantageous
  • Ability to effect change in collaboration with key business and risk partners.
  • BS/BA required, preferably Business, Finance, or Risk Management
