We currently have an opportunity for the role of Head of Function – Fund Service Providers on contract of indefinite duration in the Funds Supervision Division within the Securities and Markets Supervision Directorate. The Funds Supervision Division is responsible for the authorisation and supervision of Investment Funds and Funds Service Providers established in Ireland.

The purpose of this role is to lead, develop and oversee teams of professional experts in the supervision of the Funds Sector using a risk-based, outcome-focused approach, to ensure compliance with regulatory standards. The Head of Function will assist in setting the strategic direction for the Funds Supervision Division and broader Securities and Markets Supervision Directorate, representing the Division and helping to manage all relevant stakeholder relationships.

The role holder will be responsible for a number of teams in the Division covering such areas as depositories, management companies and funds services providers duties.

The key responsibilities of the role will include:

  • Take a lead role in developing the function’s strategy, and contribute to the development of the overall strategy for the Division and the Directorate, to ensure the objectives and strategic outcomes for the Division, Directorate, Pillar and the Central Bank as a whole, can be realised.
  • Oversee the supervision and authorisation of firms through the embedding of PRISM and risk-based supervision to deliver appropriate supervisory outcomes with a view to ensuring that risks within these firms are mitigated in line with the Central Bank's stated objectives;
  • Lead and coach the team to ensure a high performing, well-motivated and effective team and create an environment where people can develop to their full capability. Inspire individual team members to take ownership for delivering the team’s objectives and Bank’s objectives. Foster and maintain a culture within the team where people display high levels of expertise, mutual support and an open culture of mutual challenge to ensure the team’s experience and perspective can deliver high quality outcomes.
  • Work closely with other senior management in the Securities and Markets Supervision Directorate to develop both the Division and the Directorate’s approach to a wide array of supervisory, policy and operational matters;
  • Establish effective working relationships with key internal and external stakeholders;
  • Contribute to the on-going development and enhancement of the Central Bank’s regulatory regime through participation in relevant internal committees and working groups.

The successful candidate should possess the following:

  • Experience at Senior Management level is required or alternative relevant experience.  Relevant experience may include experience in legal/policy or management roles related to investment funds/ primary securities markets or related sectors.
  • Deep knowledge of relevant legislation supporting the work of the division, including the Alternative Investment Fund Managers Directive (AIFMD), the Undertaking for Investment in Transferable Securities Directive (UCITS) and the Markets in Financial Instruments Directive (MiFID).
  • Level 9 masters’ degree in a finance or legal discipline associated with securities markets or equivalent professional experience
  • In depth knowledge of the investment management and investment fund industry in Ireland and Europe and a robust understanding of the role and duties of a regulator.
