The Corporate & Investment Bank (CIB) combines Deutsche Bank's Corporate Finance, Global Markets and Global Transaction Banking businesses. This new business division was created in 2017 with the aim to ensure greater alignment of product and sales efforts, enabling the bank to deliver a better service to clients and a more focused resource allocation.

Corporate Finance is comprised of regional and industry-focused coverage teams that ensure the delivery of the entire range of financial products and services to the bank's corporate clients. The business includes the Mergers & Acquisitions (M&A) team as well as the debt and equity capital markets (DCM and ECM) teams.

Global Markets is dedicated to building long-term, sustainable relationships with the bank's key corporate and institutional clients. It combines a market-leading institutional sales force, world-class research with trading and structuring expertise to provide clients with access to liquidity and customised solutions across a wide range of markets, products and regions.

Global Transaction Banking (GTB) is a leading global provider of cash management, trade finance and securities services, delivering the full range of commercial banking products and services for both corporates and institutions worldwide.

Position Overview

Project Mercury

Deutsche Bank faces an increasing number of internal and external pressures to ever improve the bank's risk management and control practices across all markets. In light of recent market issues and with the increased focus on regulatory risk and control activities Project Mercury was initiated early 2016.

The core objective of the project is to address the recognised need for Deutsche Bank to better manage its AML and sanctions risk across the global organisation (covering all businesses and in all geographies). The intended outcome is to minimise the likelihood of the bank being used by criminals to facilitate financial crime or to launder the proceeds of criminal acts.

Key elements of managing AML and sanctions risk within the Project Mercury framework include:

- AML and Sanctions policies, procedures, governance and oversight

- KYC, including periodic reviews and event driven reviews

- Monitoring and screening

- Anti-Bribery and Corruption (ABC) / Foreign and Corrupt Practices Act (FCPA)

The complex operating environment and country structure in APAC requires a dedicated governing body for Corporate and Investment Bank (CIB) to ensure the core project objectives are met. The Project Mercury Team covering the APAC region (based in Singapore) is tasked with delivering against this framework for CIB.

The project requires an experienced candidate to drive the implementation of the framework through project management governance & discipline.

This is a senior project manager role, who will work with both the business and country nexus across the 18 locations in order to deliver Project Mercury objectives for the Asia Pacific region. This will involve understanding the implications of the project on each of the businesses & countries, to navigate the organization and country regulatory environment to facilitate the execution across the region.

Role Responsibilities

  • The role will be working directly for the CIB APAC Mercury Programme Director, the CIB APAC Mercury Project Manager (PM) would support the locations meet their commitments to the ten distinct delivery streams.
  • Managing projects and resources to meet regulatory and business requirements, including design and implementation of priority initiatives.
  • Driving the definition of holistic end-to-end solutions to regulations or strategic change initiatives.
  • Defining deliverables and manage detailed implementation plans required to support solutions.
  • Managing and overseeing internal and external resources to meet deliverables.
  • Developing and managing relationships with sponsors and stakeholders across business lines and supporting infrastructure teams.
  • Driving work-stream delivery through full project lifecycle managing core project tasks and meetings including updates for senior stakeholders.
  • Coordinating with subject matter experts and business unit stakeholders to define and implement ongoing conformance with relevant regulations.
  • Measurement of success would be;
  • Meeting agreed Milestones on Project Mercury for APAC
  • Creating and implementing communication management strategy for progress both internal teams and presentation to Senior Management
  • Prioritizing competing activities and resources according to regulatory deadlines, ensuring that the mix of work is balanced and fluid amongst teams to obtain the optimum results.
  • Ensuring relationship management of diverse business units – brokering regional and global cohesion; across the wider programme and specific businesses with CIB
  • Participating in various Governance & Business oversight Committees

Experience Required:
  • The successful applicant will be asked to demonstrate experience in successfully leading wide reaching global projects – with a broad understanding of current regulatory environment and considerable internal operating experience.
  • Previous experience leading large scale regulatory implementation and / or remediation programmes with firm-wide high-priority milestones
  • Sound understanding of the macro investment banking environment and industry initiatives, particularly around regulation
  • Strong institutional knowledge, in particular Corporate and Investment Banking (CIB) and Global Markets (GM).
  • Good understanding of the front to back processes across infrastructure groups including GTO, Finance, Legal and Compliance by business and product
  • Good understanding of client on-boarding, the KYC lifecycle and industry best practice
  • Excellent application of project management methodologies across delivery lifecycle
  • COO / Business Management experience within a front office environment, or management consulting experience, with a proven track record or large scale change management programmes
  • Ability to determine and resolve project slippage, scope changes, and prioritize deliverables to ensure critical milestones are met
  • Interest in understanding regulatory trends and developments this includes but not limited to Volker Rule, Basel 3, MIFID 2 and FATCA
  • Adept at synthesizing large amounts of information and providing concise messaging
  • Ability to prioritize multiple assignments, requests and meet tight deadlines

  • Excellent communication and people skills, including senior business stakeholder relationship management

Preferred
  • Existing relationships with key stakeholders across the end to end chain
  • Experience managing teams both on-shore and off-shore
  • Global experience would be beneficial
  • Strong KYC SME knowledge and awareness of Anti Money laundering regulations
  • Able to travel at short notice and take on tasks above and beyond the defined role set
