If selected, you will provide technical support for the content or editing of content maintained in the organization's operating system. You will also ensure that information maintained, utilized, and viewed is up-to-date and reflects agency standards for content and operability.

Responsibilities

Explores ways to upgrade or enhance the level of services provided.
Develops CMS templates from wireframes and creates test pages, templates, graphical elements for review and iteration; develops templates for mobile devices and mobile and tablet applications.
Represents the office in meetings with staff of other federal agencies and the industry.
Provides technical expertise for the implementation and management of assigned programs and projects
Integrates, evaluates, and implements IT plans, policies, standards, and operations to provide the most reliable, secure, cost effective, and user friendly solutions for assigned area of responsibility.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

BASIC REQUIREMENT:

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below:

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

MINIMUM QUALIFICATION REQUIREMENT:

In addition to meeting the basic requirement, applicants must also meet all the minimum qualification requirement:

SK-13: Applicant must have at least one year of specialized experience equivalent to the GS/SK-12 level: Specialized Experience includes all of the following:

(1) Developing HTML, CSS, JavaScript, and jQuery code within the existing Drupal installation, based on design concepts and functional specifications. Translating requirements and specifications into quality mobile apps through proficiency and an understanding of iOS and Android app development;

(2) Developing in PHP and creating, administering, and customizing Twig theming for Drupal (CMS) templates, developing and maintaining custom modules or installing approved modules for Drupal, including creating views and blocks, along with an understanding of SQL and relational databases generally, MySQL specifically;

(3) Translating wireframes/mockups into responsive website pages for Drupal modules/sites/themes for desktop/mobile/tablet and maintaining, administering, and customizing these new content types and templates. Identifying and developing interactive web content and tools, such as web forms, calculators, creating and maintaining datasets and data visualizations/infographics; along with customizing search engine optimization (Search.gov formerly DigitalGov Search) and an understanding of other search platforms for optimized user experience; development of websites for desktop, mobile and tablet devices;

(4) Experience with using command line (UNIX, GIT) for publishing files and version control and deploying/testing code in correlation with Information Technology staff and contractors, along with working effectively with other colleagues involved in web services and web hosting. Experience with using source control tools, specifically GitHub, Subversion, SourceTree, and Acquia.
